I assume thus was pre stamped envelope or such,

not in my Scotts, wonder whats its worth its rather big trying to decide if I'm going to stuff it in my margin.

This design and color combination appeared on stamped envelopes that first appeared in 1884. There were five values in total. I can't say whether this could have appeared on any other form of postal stationery in addition to stamped envelopes.
