It had a BIN of 106.85 and I offered 85.00 after seeing what the V-VF was going for.. unused NG - 575.00

Then I remembered that it could be a 209... so I compared them but the only way to tell is paper type and some color..
I sent the guy an email asking if he guarantees this as a genuine unused NG 150..
If he agrees, then I pay for it, otherwise I don't.. as he has no sales or return policy on his store.. but he does have 333 positive ratings and no neutral or negative.

well he does have a return policy so I should be okay.. I imagine bidstart and paypal would be on my side if it is the wrong stamp

It is hard to tell from the scan, but the back looks a lot like soft paper. I have seen a lot of 209s marked as 150 or 161.

I haven't checked my specialized but that's absolutely printed on soft paper.

See how the paper has something of a diamond type pattern to it? Soft Paper.

Be careful Daryl I'm not saying that this seller will pull the wool over your eyes but there are sellers out there that don't give a dam
look what DML did to me I brought a revenue that supposed to have a double transfer it didn't then the crappy 30A with the hand cut perfs he didn't say nothing about them in the description and I didn't notice until I posted the photo weeks later,I'll haven't dealt with him since and never will.

You need to be extremely careful buying stamps like these on ebay. I don't normally buy stamps (I collect covers) but the ones that I do (24c 1861s) are incorrectly listed on ebay more often it seems than they are correctly listed.

Last I looked I'd say that probably 40-50% of the Steel Blues on ebay, including the majority of them offered without PF/PSE certs, were color changelings and not true Steel Blues (70b).

It's almost comical if it wasn't so scary. You see "#70"s opn cover used in 1866, Steel Blues with 1867 year date cancels, people making a big deal about red cancels on 24c 61s (Which are remnants of exchange office markings, which were always red if the mail was prepaid and seeing as the extreme majority of these stamps were used on foreign mail.....), ad nauseum.
