I collect U.S. Precancels, but do not have catalogs to determine if any varieties may exist that would account for your find. It could be "VOID" printed on the back; it could also be a partially outlined month of "NOVEMBER" or any number of other possible words.
Since it doesn't show through to the face of the stamp, I suspect the stamp may have been soaked off a parcel, magazine or other postally used matter and part of the printing underneath the stamp showed through afterwards.
Anyway, that's my best guess. Maybe someone else may have a better idea for you. |

This stamp appears to have been affixed to envelope or like over the top of a "VOID" handstamp, that allowed the ink to bleed into the stamp. This is weird but should not be considered something special at all! |

Correction Update.
This is called a Handstamp Dated Control.
This is P.P.C. S4-4-2 1-60.
The P.P.C. is an unidentified precancel user. This user issued their overprint from 1957-66, the type used here was used between 1957-61.
The S is the style meaning "Special", 4 is the height of precancel user letter's in millimeters (P.P.C.), the second 4 is the height of the date in mm (1 60),[January 1960], finally the 2 indicates the overprint is 2 lines.
This is a cool fine, not common, but the value & rarity is uncertain. |

No way to know for certain, I suppose, but could "P.P.C." = "Philadelphia Planning Commission"? They were in existence back in 1960 and it would make sense that they would have used precancel stamps in that day. |
