Frank44,
First, welcome to the forum. The Scott 9 was a Type IV produced from Plate 1 Late the cat value is $850 with original gum and $300 with no gum. Condition is very important on these stamps along with plate position. The Type IV varies by the recutting with some recuts bringing significant premium. The fact that it is a strip of 4 will also bring a premium. Aside from the factors previously mentioned the market is important. Probably the best way of selling would be through a good auction house. My personal recommendation would be Siegel auctions in New York. I hope this helps and good luck.

Edit: Cat values are each stamp.

Russ,
The Cert was done by APS Expert committee report. # 181345...It reads United States, Scott No. 9, unused strip of four, Pos. 1-4L 1L, Type IV, genuine, surface abrasions, light toning right edge, creased between two left stamps, light thin on third stamp. It was dated 5/9/2008..........i am not certain what all this means...I will check out Seigal in NY. I have several other certs on other stamps plus I have a lot of US locals from the 1800's, also #17 mint, # 93 and 94 mint, a provisional, lots of other high end US and high end foreign plus stamp less covers ...thanks....frank

Frank,
Positions 1-3L1L are recut twice on bottom and 4L1L is recut once on bottom. Not the best positions on the plate but still highly desirable. The faults (thin, crease and abrasion) will detract from the value, but it is still a high value. With the other stamps you have, Siegel will be good. They attract good buyers and normally realize good prices but there is never any way to know what they will sell for. Sounds like you have some really nice stamps.
