Stamp identification request time!

Can anyone tell me what this one is?

It seems to be Swedish because the last word of the inscription looks like it might be 'svenska. However, it doesn't look like an 's' before the 'v' so I could be wrong.

It seems I have a colour variety! My 20 is orange-brown - I like mine more, even though it's damaged!!
