Let us not forget that Rowland Hill was a teacher and worked in his Father's school. He then took over the school and moved it from the Midlands to London.
All this was at the same time as Philip & Tacey were making a name for themselves in the school supply business.

ebay seller is probably only assuming the connection although he does have a large supply of labels ! But he does put nice French stamps on his covers

Back to the labels. They are rouletted [Hyphen] and every horizontal row of roulettes are inked in black...but only the punched area.
Most unusual.
The excerpt in the Scottish Education Journal most likely referred to a different make-up of packet or printing, because there was no mention of the 3d value. The use of the term perforated was most likel;y quite common then for rouletted items, but I stand corrected.
There is a Rowland School in the UK, only one, but I have no idea of location,age etc. They have a website but it is almost empty and is of no use at all.[seemingly]
