Horamkhet: assuming the color in your scan/my monitor is accurate, I agree it's blue.
shareminator: ultramarine, with a blue cancel ??

For the edification of collectors outside the US who find the Franklins and Washingtons a bit confusing would someone nail the Scott# for us? |

Ultramarine = Across the sea, it was imported into europe from Asia. (lapis lazuli) Probably the colour that still gives me the most problems identifying shades via Stanley Gibbons. Natural Ultramarine was Gibbons style "dull ultramarine" I now take ultramarine to be "deep blue" according to Gibbons shareminators ultramarine borders on bright blue / blue. Right then.
List me in order of hiearchy, duke Blue, Prussian Blue, Midnight Blue, and federal Blue ...Hehehehe
Oops, I am feeling blue just thinking about it.

 Yeah. But I guess on a more serious note, the real issue is that (as far as I know), none of the major Catalogs use "standard" color palettes, hex, RGB, Pantone, etc. So we're left to wonder, or buy a SG Color Guide KirkS |
