I've not seen this before - and I can't see anything about it in Scott Specialized.

cdnum, the horizontal shading lines in the area are complete and well defined. It is my opinion that this is a relief break of the outer triangle frameline. A relief break is where a portion of the relief on the transfer roll breaks off, therefore not entering the groove for inking on the plate position. The line is clearly absent between 3 horizontal shading lines. Small relief breaks are not rare in some early stamps. I have not seen this variety before, very nice and interesting find. Scott does not list most small relief breaks.

Russ would something like that show up in the same position on several (or all) sheets of a particular plate number?

BeeSee, yes the plate position would be entered with that variety. All stamps from that plate/position would show the incomplete outer line.
