Is that block imperf? Or are the score lines hard to see?

These stamps (U.S. Scott 2863-2866), were issued on October 3, 1994 -- they are tagged and perf. 11x10.9.

The 2011 Scott Specialized U.S. shows an imperf block of 4 with a CV of $1,000.

It is difficult to tell from the scan whether or not they are imperf. Stampman 1970, can you confirm that the stamps are imperforate?

What does the flag on the bouy indicate?

that flag means there is a diver in the water.
IT is commonly done in the US and Canada

The red flag with a diagonal white stripe from the upper mast to the lower outer corner was specifically for divers in the United States. The flag is not an official flag. It is the most common flag flown by divers in the USA. It is now used in many areas of the world and may be flown with the Alfa flag. It generally means there are divers within 100' of the flag. Exactly what legal requirements are connected with the use of the flag is determined by the law in each State. In New York State, Section 45, 1a of the State Navigation Law states that unless you are the vessel that is involved in diving operations, boats must stay at least 100' away from the flag.

and the purpose of it is to protect divers from motor boats passing over head.. I have heard some horror stories from divers that I know. Divers being run over in the water, even with the diving flag up.
