Any idea what this could be or is the image too far gone? At first glance I thought Buffalo, but then the last three letters didn't look right. Is it even NY?

I gonna start out with Buffalo, that is my first guess looking at it. I believe there is a mark OVER the B and the A and L. I think I can almost see those three letters behind some marking. And yes I am with you NY. See who else weighs in - Jeff

I'd vote for Suffern NY PSS-703, and the extraneous printing at top-right possibly a handstamp date initials only (THH?).

Thanks to all who responded. I'll agree it must be a Suffern, NY PSS-703 with some possible overprint that obsured the last couple of letters.

THH is not listed in the Handstamp Dated Control Control Handbook in any city in New York or New Jersey, Suffern, NY is on the Jersey border.
