Need Help Belgian 1909ish 10c-200fr

I can't figure this one out. I got Belgium, but the value and use I don't know. There is also almost an entire letter on the front and my French is good enough for February 6, 1909, but the rest I don't know and it looks like there is a signature at the end. Any help would be greatly appreciated as it looks cool, but I have not idea what I am looking at. Thanks - Jeff

Issued for use as tax payments on imported commercial effects.
There were four big series of this stamp issued: two series in 1884 and another two in 1891.
In both years one series was printed in ultramarine for payment within Belgium and another series was printed in pink for external use.
Each series contained some 40 stamps.

Thanks Tony, yes helps alot, and I am going out on a limb but will bet mine is from 1891 (ultramarine of course) since the lettering on the stamp is dated 1909. Do you know why there would be so much script on the stamp. Did the writing say who is was coming from and going to, or was it an inspector's signature that payment had been made. I am just speculating maybe someone knows. Thanks again.

Wow Tony great work, how did you get the print so legible. I have used up three pairs of eyes trying to read this (and I have the stamp).

Using a graphics program (Corel Photo Paint) I split the image into CMYK channels.
It's not always the same channel that works depending on the colours of the original image.
In your case, for some reason, it was the yellow channel that produced the clearest image.
