Has anyone solved the problem of identifying stamps on piece or full covers that need watermark or other special verification methods. For example these two on piece I have not been able to identify with certainty. Don't imagine they are anything special, but I would like to know what they are. Can we discuss this?

Sometimes a sign-scope will work. Mostly I see Morley Bright watermark detectors used. In extreme instances for pricey stamps that are hard to identify they will actually remove and replace the stamp.

Basically, a watermark detector with a back light. The T1 model is the cadillac of them.

It is possible to use the T1 with letters. Many use the Morley Bright. Basically it has a die pack that you set on top up the stamp and squeeze to make the impressions raise up and show on top of the pack.

This is a 1922 usage so probably perf 11. First check perf and print method. If it is perf 11 offset then verify type (IV-VII). If engraved verify flat plate or rotary and type. As for watermark with a 1922 postmark I would not wory about it being 461.
The 461 was printed from plates 7259, 7561, 7264 and 7265. A total of 1900 panes (190,000 stamps) were printed. They were all sent to the main post office in Washington. Most contemporary used would have a Washington postmark and a date of July 16, 1915 to Aug 1, 1915. Official records show delivery on July 16. No used copies are known after early 1917.
