Nice cover! I'm sure there are specialized catalogs for these ("W" prefixes, I believe), however, Scott Specialized does not list them stating that:

"(after July 1, 1884)...government offices began to use franked envelopes of varied design. These indicate no denomination and lie beyond the scope of this catalog."

Seems like a nice cover ought to be able to be cataloged. I will have to make a W book. Although it does have a flag on it. We did have a flag collector!

This previous SCF link probably won't help much, but at least it may give you a better understanding of how/why these covers are still not catalog listed:

The Scott U.S. Specialized is a very good general U.S. catalog. However, there are many areas where the catalog is slightly deficient to totally deficient to a good door stop. The more specialized your collection becomes the more deficient the catalog is (I suspect that this is true with most catalogs).

Stallzer:

I'm confused -- Senators get free franking -- why the 2c Red?

No clue, it does appear to be tied by the cancel though. You'd also think that the White House wouldn't need a Stamp either, or at least an official stamp or Perfin.

Here is a free franking one from a Senator.

But the Department of State needed a Stamp.

Here are a couple I picked up by accident at my stamp club meeting last night.

If this one looks a little odd, it is because I played with the colors to try to bring out the return address.

Here is one from The White House to my Grandmother. Judging by the letter it seems as if at one time my Grandmother performed at the White House for Elanor Roosevelt as my Grandmother was a composer & Musician. Here is the letter from Elanor Roosevelt's secretary informing her that it couldn't happen a 2nd time.
