1930's, maybe earlier, when Scott still sold stamps through its "Standard Postage Stamp Catalog" and even had an approval department. I have a 1932 edition which lists the main store at 1 West 47th Street rather than 33 West 44th Street, and the branch store at 178 Fulton Street rather than 207 Broadway. So which came first? As in any sales catalog, the 1932 edition's title page states "All prices are subject to change without notice." The 1932 catalog is called the Eighty-Eighth edition!

Phil, it just might be older. That's just my guess. Depends on the addresses and which address is older, the catalog's or the envelope's.
