Jacksonville, Ocala and the third city which I can't read (can we get a closeup?) are cities in Florida. RPO is Railroad Post Office. So, I suspect the item was canceled while traveling the rails between these cities.

OK we got the railroad, now why is there a RPO on an airmail letter? Did it really have to go by railroad in 1946 to get to an airport?

If it was posted from Florida it could have went RPO to the closest airmail airport. Many smaller town did not have direct airmail and RPO was a common method of transit to airmail airports.
