I don't think so. I think this is what is called a "straight edge" and is just the edge of the sheet of stamps. Even though there would be less of these stamps per sheet because they are only on the perimeter, usually if a stamp has a straight edge that lessens it's value for some reason.
some folks are hung up on having perfs on all 4 sides. Straight edges are actually less common. So what you have is a RHS stamp with a guideline on the edge.
Your copy is a left pane stamp. These stamps were printed in sheets of 100 consisting of 2 panes of 50 separated by a centerline. A complete right pane is shown below
