Periodical Mailing UK To US (Via France?)

Anyone know what this corner cut means?



A family member gets a quarterly periodical issued in the UK and based on this corner cut, it appears it goes to France in order to be mailed out to the US. Seems a bit unusual to me, but maybe it's a standard way of shipping internationally from that point?

I get a weekly journal from England and for the last few years the postage is from Europe, lately from Germany.



I have also received Canadian periodicals mailed in Buffalo, USA back to me in Canada. I think they are just mailing where they can get the lowest rates.
