If my understanding is correct, to qualify for the 1.5-cent rate, the envelope had to be unsealed (with flap tucked inside) ONLY; if sealed, the higher first class rate would take effect.
well just for grins wt1 the flap appears intact and unused. I had no idea about the third class rate. Did that have to do with the citizens mailing or the type of mail (hehe).
