I'm new to your group. I was wondering if there was more to this cover than meets the eye. The late use of the strip of sc490's is one. The use on July 4 is another. Anyone have any thoughts on it?

My guess would be simply as a sign of patriotism. Might that have been the special delivery rate at that time?

There is letter inside and I'm sure there were envelopes to mail back for FDC's. It still would have been overpaid.

Valleystamper, welcome to SCF. The left hand side has "F. D. R. Stamps' and the cover is addressed to the postmaster, hyde Park, NY. The 1 cent FDR memorial stamp (Scott 930) was firest released (First Day) July 27, 1945 at Hyde Park New York. With the letter from the Treasury Dept it may have been something to do with the stamps release. Perhaps it was the cancel die for the first day covers?
Edit: 12 cent would have paid 4 oz first class rate.

I can't establish the Georgia connection. The cancel machine used in Hyde Parp was a Columbia Postal Supply Co. from Silver Creek, NY.

The sender mailed some cards and a quarter. That should be ok with with postage. What about July 4. I guess they didn't give the holiday during the war.
