Found this seemingly common precancel without the horizontal bars. Is it particularly unique or was it some printing problem that caused the bars not to print?
The Perth Amboy PSS-704, is in the catalog with a (23) footnote. This denotes that it 'often comes with bars partially or completely missing due to wear or application technique'. The PSS catalog on CD has a feature to search for footnotes. Of the 42,352 listed types, only 24 types have received the footnote-23! No extra value but certainly unusual.
