Russian Tax Stamps - Help ID?

I could not find these two Russians. I think they must be some kind of tax stamp. Can anyone tell me a Scott catalog number and whether or not I can go on my world cruise??

Don't know about the first stamp, the second stamp's surcharge, I believe, is from Russian offices in Turkey. Sorry I don't have the year or cat. number handy. I have a different Russian stamp with the identical surcharge, though my denomination is 5,ooo. Your surcharge, of course is inverted.
See surcharge on stamp on right. The other is another from the Turkish offices, different surcharge.

Top stamp is a revenue and will not be listed in the Scott catalog.

Bottom stamp is Russia Offices in the Turkish Empire #238a (inverted surcharge) issued around 1921. The inverted surcharge has a modest premium.

As correctly noted, the first stamp is a fiscal revenue, issued in 1911 to cover the extra payment made to a postman for delivering registered judicial correspondence.

The stamp exists in 2 perforations: 12 x 12.5 (priced at 30 EUROS in MNH condition, 20 in MH) and 13 1/4 (priced at 20 EUROS MNH, 15 in MH). Pricing is as per the 2009 Lyapin Russian catalogue.

The revenue is very nice. I'll have to add that one to my list. Many of the imperial Russian revenues have high production values.
