China - Postal Savings Kiangsi Province

This is the only Chinese overprint that I can remember seeing printed in a curve. The others that I could not find were postal savings not in the Scott book. Is this part of the same, another postal savings. Can someone help me ID this stamp please. Thanks as always - Jeff
