Looks like perf 10 vertical which makes it either scott 446 or 456 or 495. The latter two will be slightly larger than 446. That's all I know.
edit-- 495 will not be watermarked.

But, I thought about the town and the precancel type... if it is a precancel at all?

I also wondered if it was a precancel, but am not knowledgeable at all in that area.
Good luck on checking the watermark. I used to have a lot of trouble checking them on early USA issues. I think odds favor it being 495.

Might be Batavia ILL PSS-461. That precancel is known to exist on the 4cent coil. The "I" of Illinois is always centered under the "A" of Batavia like that.

Butterfly, I also had problems with watermarks... they really know to be hard to determinate.

Btw. I will use this thread just for one more question... Is this a postcancel or what?

Postcancel. Looks like Syracuse, NY. The letters in the center "COL." is probably an abbreviation for "Collect".
