Since no one has yet responded to your inquiry about these covers, let's see if I can help.

Actually, it was an interesting research project to find out about these. They appear to be (for all intents and purposes) a marketing scheme by what was known as "The Franklin Philatelic Society" which in reality seems to be a former division of "The Franklin Mint" which in recent years has been sold out to a number of other firms. The company specializes in collectibles that they readily advertise in local media (i.e. newspapers and magazines, primarily). The so-called "Certificate of Authenticity" means little but helped to lend creedance to their marketing which was usually overpriced and focused to non-collectors.

I'm sure the covers are very nice and someone interested in the US Bicentennial would probably treasure them. However, in terms of monetary value, I suspect they are worth very little (i.e. $1 or less apiece). Furthermore, I suspect the weight of the covers and pages in the binders that were offered would make the shipping costs to sell them very much cost prohibitive.

Interestingly, I have seen several ads in ebay and other on-line stamp auctions selling these at a range of $199 (for the complete set of +/- 100 covers) to a high of $3000+ (with no bids) on ebay. I suspect the low end of that range is the most realistic in terms of value on the secondary market.

This link may be helpful, as there was previous discussion about these covers on this forum back in 2008:

This also might be of help. One auction site actually detailed the variety of covers that made up what I believe is this series:

Quote:
An International collection of official Bicentennial commemorative stamps issued on limited edition First Day covers by the Franklin Philatelic Society. Each cover signed by John W. Warner of the American Revolution Bicentennial Administration. Certified under license # 76-19-0574. All covers leather bound with each cover mounted on a page with full description. 88 covers total.
