The first stamp was issued in 1967 is a part of the 5 stamp set and it celebrates the 50 years "fruits and labor" of October revolution(1917)the text reads: 50 years - 'tis the implementation of the Lenins Plan incorporating the countryside. .. the second stamp as it shows on itself was issued in 1961 as a part of the 12 stamp set with the theme of the "regional costumes" but actually this set spans through 1960 and 1961 the first two stamps of this set were issued with the Lithuanian and Uzbek costumes and dated 1960 denominated accordingly 10kopek,60kopek.And then the Government revalued the currency.... making rest of the set dated 1961 and printing rest of the 10 stamps with the new currency denominations from 2kopek to the highest value of 12 kopeks.I guess at that time it was good for all because from the average 40kopek stamp people only needed 3-4kopeks for the same service... and yes the Nigelc is correct the first phrase is in Russian cyrillic,and the bottom one is in Belorussian cyrillic. Just my two cents....
