Quite by accident, I came across this philatelic newsletter. Pages 6-9 contain a nice comprehensive explanation of the various uses of US First Issue Revenue Stamps. While geared toward the novice collector, I found it interesting enough to download to my computer for future reference (as I'm only a novice collector in this realm, too!):
