Can anyone tell me anything about this bar cancel on the ceylonese stamp.
Is it a precancel

No, it is a ruled line
anti-theft device.
It is not a cancel,
a device to tie the stamp to the cover.

My opinion.

I'm inclined to agree with Rod222.

Certainly not a precancel. Ceylon didn't use precancels.
