At First I thought it was skinned, but when I had a good look at it under a 10x lens then under a microscope it shows raised fibres slightly higher than the rest of the stamp.
It looks like woven paper.

A lot of stamps lose part designs due to gum.
It may have been sandwiched in a glassine for a while,
and slight pressure along with a very slight loss of gum viscosity,
has the stamps becoming "tacky" and adhereing, ever so slightly together.
