Scott 1788 - Special Olympics Stamp Color Misregistration

Has anyone else observed a color misregistration on the 1979 Special Olympics Stamp (Scott #1788)?

The scan below shows the MNH stamp from a USPS Year Set (1979) against a typical used stamp in my stockbook. In looking over dozens of these stamps, I cannot find another one that shows such a significant misregistration particularly noticeable in the image of the child, and the lock of hair at the upper right of the circle and the fingers in the lower left of the circle. If you look closer, you will also observe that the centering of the black text is slightly lower than the normal copy of the stamp:
