does anyone know what may cause these silver dots on the bottom of these two stamps?

No idea - they do not indicate something was splashed on them as they are too perfectly circular. They are all slightly different from each other. The colour does appear to be similar to the colour in the horse's collar when the images are enlarged.

I have similar spots on some British Machin stamps and they are for security purposes.

I am wonderong if the US was using the same kind of system??

The dots are not part of the original design, they were applied somewhere in the mail stream by USPS.
I don't recall ever seeing any articles about the purpose, but it was before the USPS started using sprayed cancels.
Testing? Coincidence?

Perhaps the stamps were on a cover to the UK? As Bujutsu, I have seen them on UK stamps, but usually at the bottom of the envelope.

They do look like the silverish-blue dots found on Great Britain stamps.
