It is a set of recent(ish) Sea Life Stamps affixed to the face of prepaid postcards with similar designs and cancelled. Not quite maximum cards, as I gather those have to have the exact stamp design and are therefore mostly art stamps, and definitely a money making scheme, but they are attractive anyway.
I included a scan of the message side just as a reference.
If anyone happens to know, I would be curious as to the cost of this set when it was issued by the Post Office.
