Weiss used to be willing to do non-US stamps on a case by case basis. You will have to ask him to see if that is still true. However, on non-US stamps, his certificate does not carry much weight because he is primarily considered an expert on US stamps. Unfortunately, most of the other alternatives usually tack on an additional charge as a percentage of catalog value.
I think it would be wiser to see if you have a Siberia 8 (or any other "normal" surcharges from that set) and compare the surcharge numbers/sizes.
