I would agree VF. Not XF. A slight shift up is noticeable on the lower two stamps. I'd say the best centered one is the upper right stamp. However to be a XF block, each stamp must be XF or better. The block carries the grade of the lowest grade stamp.
This stamp is the 3c value in the 1938 presidential series. These stamps are called the "Prexies" by collectors. They were a favorite of school children for learning the names and order of the presidents. Many of the odd values in the series were not used much in the mail and are hard to find properly used on a cover.
The 3c Jefferson plate blocks usually catalog around triple face value, and typically RETAIL at double face value and up. That is for the common plate numbers.
Did you mean you have a stockbook full of these 3c Jefferson PBs, or did you mean you have a stamp booklet or booklet pane of the 3c Jefferson stamps? The booklet/panes are worth more.
Nice, I have the entire series. except for the 1$ and 5$ stamps. FDC's Blocks of 4 plate blocks singles then the vertical perf set and the horizontal perf set.
