Just came across this dated precancel from Utica, NY. Looks to be Precancel Type 255. The initials appear to be DBS with the date Feb. '43. Height of initials and date are 2mm:



Any idea who may have used this precancel?

DBS unknown user, Style C-3 used between 1940-45 also used a style C-2 between 1938-40.
This example is rare since most a applications were applied diagonally!

Did some checking on company's in Utica NY. There is an old spray pump manufacturer still in Utica called D B Smith. Could this be the DBS you are looking for?
