I'm thinking that the town address is Manchester - which would make it Newark to Manchester. As I look at the way the cover is folded, it appears that the two "Canada West" (or so they appear) notations would have been covered by the backflap. If you look at the way the cover was folded, the piece with the Manchester datestamp would have covered that part of the back (and met up with the bottom of the circles from that datestamp).
Looks like you have a British letter, rather than a US one. Still wondering if a stamp was missing, as there should be a "paid" or "1" rate marking on the face of the cover.
PS: the date formats are consistent with British datestamps of the period.
