First, it is not a SC426 - but rather the offset printing SC529. The imperf bottom at bottom variety is interesting but adds no special value.

I agree with chasa, it is definitely a offset print and appears Type III (529). This variety is sometimes called a "fantail" and was not uncommon on the 1918 and 1919 offset printings. It is less common on the 2 cent offsets which were not printed until March 1920.
