Hunt's Remedy Design On US Postage?

This is an image of a U.S. postage stamp. The design is from off of a well known patent medicine known as HUNT'S REMEDY and pictured this on it's U.S. Internal Revenue stamp. It was meticulously engraved by who I believe to be The National Bank Note Company and from what I can gather it was designed by William E. Clarke who at the very least commissioned it.

Anyhow, I can't seem to locate it in the scott catalog. Can anyone shed some light on this design? and also the number. Thank you.

It was issued in 1998 in the 1st sheet of the Celebrate the Century, 1900s, Scott #3182.
