No, result of the tension between the size / distance of the perf holes and the strength of the paper. If you look at the left hand side, the paper has not torn in the desired position, that is the centre of the perf holes. If this happened constantly the size of the perf hole should be increased.

Perhaps, a suggestion only, if someone was tearing these stamps off of the coil roll and was using some sort of device or even a ruler or straight edge of any sort to hold down the stamps when torn off, on the right side they have have misplaced the straight edge but tore the stamp anyway, perhaps being distracted or in a rush, and thus tore away the perfs that would have been as Rod has described. |

You are welcome cdnum :) Of course, I have asked myself similar questions over the years, especially when you want a good example for your album.
I suppose, included in the exercise, the authorities have to add strength to these stamps due to their "coil" format, too weak, and the stamps break apart.

To me it looks like the stamp was dispensed from a stamp vending machine. The blade in the machine created the irregular tears on the right side when the stamp torn from the roll. Cheers, Robert |

I agree with Trainwreck. U.S. post offices used to have the vending machines until about 4 years ago. Many collector liked these for getting coils but had to buy 4 stamps to get a good pair. |

The Canadian coils were also hard to tear evenly because they were only Perf 9 1/2.
Even the first few commemoratives printed by the British American Bank Note in 1968 were Perf 10 which caused problems. Shortly after they switched to Perf 12 X 12.5 |
