Those smudges are due to an unsufficient wiping of the ink off the
printing cylinder surface before contact with the paper (engraved
stamps).

These sorts of results may be filed under "wiper blade anomalies"

It is an easy one in the sense that the lines are the same colour as the print of the stamp.

The brayer that adds the ink to the plates and, for lack of a better word, the "squeegee" that presses the ink into the depressions of the die and wipes off the superfluous ink. Then, there should have been a step (obviously missed) to rub the dies off to clear off any remaining ink on the surface before printing. Hope I was clear in my descriptions..lol

No, they are referred to as "windscreen wipers"

Great story on those, with the US inventor who designed
the intermittent windcreen wiper, and his manipulation
by big business.

I'd be very surprised if they were plate cracks.

I don't think it can be classified as an "error" as it's the right colour, the right shape with nothing missing or upside down etc. Certainly a flaw in the production that may even be a one of a kind makes it very interesting and potentially more valuable than a non flawed one.
