Would any collector know if this tablet symbol difference is a flaw or a slight meaning difference ? please.

This is just a plate flaw. The character is just the formal version of '3' in both cases.

Tianjin Print Postal Transportation Issue, value in set 11. HD432-HD442. This is HD440, 30yuan, dark gray.

According to material, it should be normal regular character. Maybe yours is an error stamp. maybe valuable.
