US Internal revenue stamp. Scott catalogue #RF27. Issued in 1940. Value = .25/ea as singles.
I, personally, have never seen these on an unopened pack of cards like these, and I don't know how common/uncommon they are. I urge you to leave them as is, and not open the packs of cards or try to remove the stamps. Additionally, I cannot find any information on how long these stamps were in use. It may be that these are much more modern than 1940, but do not know.
Aside from the technical details, these are great items! Congratulations on a great find!

Very nice. Terrific to see these in situ. Find the baby a little disturbing though. Odd choice for playing cards. |

The stamps shown on the packs scanned above are of the last issue design in use from 1940. RF27 is perf. 10 horizontal; RF28 is perf 11 and RF29 is perf 10x11. I can't tell from the scan which stamp variety it may be. |

Maybe some proud parent in that days ordered several decks, with his/her newborn youngster printed, to give as a gift to friends and relatives. It is also popular today ( http://www.printerstudio.com/unique...cards.html), but didn't know that it was also popular so long ago. Btw. if 38pres never unseal at least one deck, she will never know are on the other cards appears other members of the family :) |

The cards were an advertising item for my grandfather's business back in the day. The kids on the card - I am not sure who they are - no family members as far as I know. I will leave them unopened. I have three packs of them! Patty |

Hay that is neat! On an unrelated topic sort of I was watching Popeye the Sailor man tonight and seen a cartoon revenue stamp on a bottle of hair tonic! Thought of Revstampman and Revenuecollector immediately for whatever reason...lol |
