IGPC (Inter-Governmental Philatelic Corporation) when you look at who their "clients" are seem to be the driving force behind the ridiculous over issuing policies of a lot of Countries IMHO

Am I being too harsh?

I think it is the collectors who buy the wallpaper that is the driving force.

As long as people will continue to but them, they will keep producing them.

This is one of the reasons that has made some people quit collecting simply because certain postal enetities are churning these out so many times. They simply couldn't keep up.

This is also one of the main reasons I cut my colecting areas down so that I could specialize on the few countries I want to keep.
