A forum member requested I make a high-value post to him when I mail his ebay lot to Israel. He said they dont often get high value covers from the USA.

Does this mean he wants high-value stamps on the cover?

Does it mean I should ask the post person to use the highest value stamp available in the post office?

Does it mean I should find a high value stamp I have myself, bring them along, and affix as many as possible to the envelope after cost is determined?

I would take that as meaning that you use the highest valued stamps you can manage without over franking. With the charge in postal rates, I would assume a letter to Israel is $1.05, so you would use a single $1.05 stamp. (Good luck with the post office, btw.) But, check the rates first.

What he evidentially doesn't want is for you to plaster a handful of 20 cent stamps on as the franking.

I should think he meant to use higher denomination (face value) stamps than the regular domestic rate (44c - 50c) stamp that you would use to mail a letter within the USA.

In Canada we have domestic, USA and International rate
Last years rates
59c domestic within Canada
1.03c same continent, to USA
1.75c to overseas or countries farther away than the USA. (mostly, their are exceptions)

So a high value stamp would actually be, from Canada to Israel for example, the international rate stamp or $1.75 stamp. That is is one was available at the post office.

One can always use lesser face value stamps to add up to the value needed. Stamp dealers do this so from Europe I get envelopes with all kinds of mostly lower face value stamps that add up to the correct international rate needed but are not high value stamps.

It doesn't really matter if it comes from your own stamp stash or the Post Office. As long as it is in the higher face value (denomination) range, I think it would be OK.

Given the high postage charge due to the weight involved, it is a good opportunity to put a High Value USA stamp on the cover, something I don't see much of. I am not sure what the HV denominations are at the mo but I'll check.
