Yes, that is a #24 Type V, C relief. The side scratches on the right are a dead giveaway. It is important to realize that there are no side scratches on the A, E, and F reliefs though. That point is lost on too many people because I often see those stamps identified as Type Va, which is wrong. In general, the Type Va stamps have nearly complete side ornaments as well as no side scratches. Somebody more tech savy than me can probably post a very good illustration of the different reliefs. Here is a nice little item I bought recently. Scott #24, Type Va, A relief, positions 7-9L5. Quite scarce in multiples.

Wow that gets very involved! I love it. Mine is a bit scruffy but got it for next to nothing with some other items so I'm satisfied with it for the time being. I'm really loving this Franklin design in all it's incarnations and fascinating to learn about them. Thank you.
