Arrows
I'm not sure it is that easy on MS paint?
Paint.net (free) you can with the line tool and nearly all will be able to draw circles.

You can also try GIMP (free) Picasa (free) or Paint Shop Pro (commercial).
Please be aware that Photoshop is a $500 app unless you qualify for student/educational or other discount.
There is a cut down version - Photoshop essentials that would suit your requirements for a tenth of the full product price.

It was mentioned on a previous thread that FastStone Image Viewer is a good freeware program. I downloaded a copy myself and it seems to fit the bill. Here's an example of what you can do with arrows, text, boxes and highlights:

And the link to the freeware:

Seems easy enough for me after a few minutes of working with it by "trial and error". Can't beat it for the price of "free".

I don't recall the previous thread where this was mentioned, but this "find" was not mine, someone else pointed it out as software their relative installed on their PC and they use it for stamps and I just searched for the web site to find out more information about it.

[edit] Found the previous thread where this software was mentioned:

Give credit to Major1044 for putting me onto it.

Yea that's all I could find too. Thanks Cul Lector. I did send an inquiry to the "FastStone" Customer Service Contact. So I'm just waiting to hear something back.

ncbuckeye, photoscape is for PC's only. There is no version for MAC's. I'll ask my Son next time I talk to him what will work. He will know.
