Hi guys

Don't know too much about American stamps.

Is this Scott # 220 what they call "cap on 2's"

Both 2's have what looks like caps on them...See picture.

That is the cap. It was caused by a portion of the transfer roll breaking (relief break) it is known in three varieties; cap on left 2, cap on both 2's and cap on right 2 (extremely rare). This break occured on two different transfer roll reliefs.

Just to add a quote from the Scott catalog about the "cap on the right 2 only" variety:

Hi wert,

Don't be too heartbroken -- the 2011 catalog value for a Scott 220c (cap on both 2s) was $32.50 (the 220a (cap on left 2 cataloged at $11). That is a significant premium over the $0.70 Scott 220.
