I think I have decided that for 1962/65 series, he uses:

1j for Jackson
5r for 1283B (Washington redrawn)
5w for 1213
6e / 8e for Eisenhower
6f / 8f / 10f for Flag
[[6f = 1338/1338D (confirmed by his note at Spokane type 205 #1065)]]
6r for Roosevelt
8p for Pershing

So 1965 8f = 1338F? That's the only 8c flag I can find anywhere near 1965.

And 1962 1j = 1209?

A couple of other random items that escape me:

1965: 10fup. Seems it should be a horizontal flag, 10c denomination with the precancel reading up. But I can't find one. The best I can find is 1509 (crossed flags), but that is not horizontal.

1965: 16. No 16 in this series. Ernie Pyle??, but that's a lot later.

1986: 5. Is this Black 2172 or Munoz 2173?
1986: 22. There is no 22 in this series. The best I can find is the 22c flag at 2276?

yes to all of the above guesses and
1965 10f is 1509 - up meaning the precancel reads UP
1986 5 is Hugo Black, 05 is Munoz
1986 22 is the flag.
