Are meters only collectible as covers? Or can they be cut squares?

Yes, they are collectible as covers or "on piece" (cut from envelopes). Having the whole cover is preferable, but the catalog lists values for both (when it lists values).

Trainwreck: That appears to be the latest PB meter that is ID'd as an M13 (first introduced in 2010). The date is eliminated due to the "Non Profit Organization" and reduced postage franking which would essentially make it a bulk rate mailing by a non-profit organization (the rate requires that the date not be used.)

I just found out that the $.087 Non Profit postage rate represents Non Profit Enhanced Carrier Route Rate for High Density letters.

wt1, thanks for the info. That explains why the majority of the Data-Pac meters (type S1) I have are date-less, which I was just wondering about this morning as I was cataloging them.

I had the same question recently, and I have begun to think of dated meter impressions as being more desirable than dateless, especially the DataPac impressions which seem to be used primarily for bulk mailings.

Here are two impressions of type M9D. The original impression is dated May 1. I guess the letter did not go out on May 1 as intended, so a "null" meter (I think that is the correct term) was applied for the actual date the letter was mailed, May 5.
