After I receive my verification cert, and IF it comes back as a true EKU. Does this mean the value increases to the certification fee+ the actual value of $.05?
Just because it was issued July 23 doesn't mean anyone has a copy (or a cover) postmarked that date. There are undoubtedly earlier dates out "there" somewhere waiting to be found, but the number of collectors who chase EKU's is rather small, and the amount of material they can check is very small, so it's no surprise to have a 6-week gap.
In other words, no one has reported a copy of this stamp postmarked earlier than November 2 to Scott; now the date has presumably been moved back closer to the issue-date, the OP's stamp, August 3(1)?
FYI, United States Philatelic Classic Society web site: EDU/FDC database by Stephen Pacetti dated 4/9/2007 states "WWC: first to press possibly Oct. 1916 definately 5/19/1917 (Plates) 7441, 7442" for Scott #493. Shreves Auction #75 sale date 2/16/2006 item #114 is the image of #493 cover dated 11/02/1917 w/2003 APS cert. (cert. not shown) sold in that auction.
Seems possible this cancelled stamp, if #493, would be a new EDU.
