You'll need a Scott Specialized Catalog of US Stamps to find that listing. It is under the heading "Post Office Seals" and your example would be between Scott #'s OX21 and OX37. There are multiple listings, as there are numerous varieties that were used from 1919 through 1948 that were printed on different paper types, with different perforation sizes. You'd need to identify those details for an appropriate answer to the specific variety you have scanned. Values range from 20 cents to $5 depending on the type.

Find a Scott Specialized catalouge and look in the Post Office Seals section...starting at OX21 there are several #s for this type.
